We develop IPPs that reflect the cultural, social, and economic context of your project - helping organizations meet regulatory requirements while building genuine relationships with Indigenous communities.
Engagement & Consultation Plans
We design respectful, inclusive consultation processes that honour traditional knowledge, meet duty-to-consult obligations, and build lasting community trust.

How ICE builds one
A RAP built on real engagement takes time. ICE runs every plan through five stages and won't compress the relationship-building steps to hit an arbitrary deadline.
Self-assessment
An honest internal audit of current practices and gaps.
Drafting commitments
Translating what was heard into specific commitments with named owners
Review and validation
Bringing the draft back to those communities to confirm it reflects what they actually said. Most template-based RAPs skip this step entirely.
Community engagement
Direct engagement with the Nations and communities affected, on their protocols and timelines.
Indigenous-owned, based in Thunder Bay
Build a Reconciliation Action Plan grounded in real relationships.
Tell us about your organization and where you're operating. We'll walk you through what a genuine RAP process looks like for your specific context.

Indigenous Engagement Consulting for Complex Projects
Meaningful Indigenous engagement is not just about holding meetings. It is about creating the structure, preparation, and follow-through required for better relationships and better project outcomes.
Indigenous engagement consulting helps organizations plan, manage, document, and improve engagement with Indigenous Nations, communities, and organizations connected to a project, policy, procurement process, or business decision. ICE supports organizations working in complex, rights-based, and relationship-sensitive environments where engagement cannot be treated as a generic communications exercise
What a RAP includes
ICE structures every RAP around three pillars. Each commitment inside them is specific enough to report against, not aspirational language nobody can check a year later.
Relationships
Named, ongoing relationships with the specific Nations and communities you work with, not a general policy. Engagement protocols and a cadence for staying in relationship between projects.
Respect
Cultural learning that goes beyond a single training session: internal awareness programs, leadership accountability, and an honest read on where current practice falls short. 03
Opportunities
Concrete economic participation: employment pathways, Indigenous procurement targets, and community benefit structures scoped to what's realistic for your organization.

Reconciliation cannot live in a statement alone.
For organizations working with Indigenous Nations, communities, businesses, lands, projects, policies, or public responsibilities, reconciliation needs to show up in how decisions are made, how relationships are built, how benefits are shared, and how accountability is measured.
ICE helps organizations develop practical, respectful, and implementable Reconciliation Action Plans that turn commitments into clear action.
A Reconciliation Action Plan, or RAP, gives your organization a roadmap for strengthening Indigenous relationships, aligning internal teams, improving procurement and employment practices, supporting community priorities, and building long-term accountability.
What Is a Reconciliation Action Plan?
What Is a Reconciliation
Action Plan? (RAP)
A Reconciliation Action Plan is a practical strategy that helps an organization define how it will advance reconciliation through its policies, relationships, operations, partnerships, communications, and decision-making.
For some organizations, a RAP begins with internal education and cultural awareness.
For others, it may include Indigenous procurement, employment pathways, engagement protocols, community investment, project-specific commitments, Indigenous participation planning, or preparation for programs such as CCIB PAIR.
The purpose is not to create a symbolic document.
The purpose is to create a plan your organization can actually use.
- Persistent facial redness
- Flushing or heat sensitivity
- Visible broken capillaries
- Patchy or uneven skin tone
Without proper treatment, rosacea often worsens over time. Laser therapy is one of the most effective ways to manage symptoms safely.
Why Organizations Need a RAP:
Many organizations want to “do better” on reconciliation, but they do not always know what that should look like in practice.
A RAP helps answer important questions:

Many organizations want to “do better” on reconciliation, but they do not always know what that should look like in practice.
A RAP helps answer important questions:
- What are we already doing?
- Where are the gaps?
- Who needs to be involved?
- How do we measure progress over time?
- How do we avoid performative action?
- How do we engage Indigenous Nations, communities, and organizations respectfully?
- How do we support Indigenous participation in our projects, workforce, procurement, and partnerships?
ICE helps organizations move from broad reconciliation language to specific, grounded, and achievable next steps.
